Summary
If you want the client information to be easily recognized by the DBA (like the tools, TOAD, SQL*plus, JDBC Thin Driver, etc) you must set the module, action, client_info of the client session.

Use the dbms_application_info.set_client_info or dbms_application_info.set_module at the client session.

For example at the client program execute:
begin
   dbms_application_info.set_client_info('CDR Rater');
   dbms_application_info.set_module('CDR Pre-Rater', 'First Step Rating');
end;
/
This will set:
Module='CDR Pre-Rater'
Action='First Step Rating'
Client_info='CDR Rater'

Now as a DBA at the v$session you can easily identify the Rater processes
select * from v$session where client_info = 'CDR Rater';
