Summary
While applying R12.AD.B.DELTA.3 - Patch 9239089 for EBS R12.1.3 upgrade i got the error:
Errors While Applying Patch: adogjf() Unable to copy Registry.Dat

This error is caused by wrong environment set. You have to check before running adadmin that
$>echo $ORACLE_HOME returns /apps/tech_st/10.1.2 and not 10.1.3

After setting the correct enviroment, apply the patch again.
