Summary
Creating a new control file means a lot of things, for instance you can change the MAXDATAFILES or SID parameters.

How to
Connect as sysdba or internal
svrmgrl>connect internal or sqlplus "/ as sysdba"
Create a trace file for controlfile
alter database backup controlfile to trace;
This will create the ora_pid.trc file to the background_dump_dest. Delete all the lines from the trace file and leave only the lines starting from CREATE CONTROLFILE ... Change the parameter that you want and save the trace file.

Shutdown the database
sqlplus>shutdown immediate;
sqlplus>startup nomount;
Run the trace file script which creates the controlfile
sqlplus>start /background_dump_dest/ora_pid.trc;
Open the database
sqlplus>alter database open;
